    So, the EU is basing its latest emissions regulations on HP per liter? And to comply, Porsche is considering larger motors to, in theory, boost the displacement to lower the ratio of HP per liter.

    On top of that, the cold start emissions are a separate issue, or perhaps haven't change commensurately with the new HP/liter regulations? And it could mean different engines for different continents? This seems like it's bee under-thought by the regulators.
