My issue is that I keep pushing the middle of my steering wheel but the horn never makes any sound.

Oh wait. My car doesn't have a horn. That might explain it

I slow down to about 60-70% or whatever the pace of the car in front of me is.

I drive 1/2 the lap forward and 1/2 in reverse to even out my tire temps. Then I press the red button and fly back to star command.

    Also because I rock.

This is easy...I mean, if you can't run the cooldown lap at a faster pace than your actual session, how will you get any kind of accurate tire temps and pressures?

Seems like the guys going slow are the ones at fault, they should GTFO the track. It's not my fault I'm that much faster than them.

"wave hands and honk at people driving 80% to keep heat in the tires for tire temps" doesn't make sense

    but

"wave hands and honk at people driving 80% for no good reason" makes more sense

I used to drive as fast as I can on cool downs to adjusted hot psi. I've been pretty lazy lately.

stay on line as much as possible....this minimizes the clag picked up. it is very easy to cruise around and get off line.
